The Manitoba government has introduced legislation to implement Budget 2025, which meets the challenge of the current historic moment with the largest capital investment in Manitoba’s history to grow the economy, protect jobs and continue the government’s commitments to rebuild health care and lower costs for Manitobans, Finance Minister Adrien Sala announced today.
“This budget comes at a critical time in Manitoba’s history and it rises to the occasion with a historic investment in capital projects,” said Sala. “Budget 2025 delivers the largest capital spend in Manitoba’s history. We’re doing it to put Manitobans to work and protect our economy.”
The proposed legislation, the budget implementation and tax statutes amendment act 2025, would implement the government’s budget initiatives including tax measures such as:
- increasing the Homeowners Affordability Tax Credit of up to $1,600;
- increasing the maximum Renters Affordability Tax Credit to $625 from $575 and a top-up for seniors to $357 from $328, effective for the 2026 tax year;
- increasing the exemption threshold for the payroll tax to $2.5 million from $2.25 million and the threshold below which businesses pay a reduced effective rate to $5 million from $4.5 million, effective Jan. 1, 2026;
- doubling the volunteer firefighter and search and rescue volunteer tax credits to $6,000 from $3,000, effective for the 2026 tax year; and
- eliminating the corporation capital tax paid by Crown corporations to help Manitoba Hydro keep rates low and reinvest in its future, effective after March 31.
