A major redevelopment on Victoria Avenue is one step closer to reality, as the City of Brandon reviews plans to subdivide 2940 Victoria Avenue into three bare‑land condominium lots along with a shared common element. The proposal — brought forward by Mckenzie Design Solutions on behalf of Sunny Days Enterprises Ltd. — would support long‑term plans to add new residential and commercial development to the busy corridor.
The site, located just west of McDiarmid Drive, is currently home to a commercial building that includes a dental and denture clinic, a wellness business, and a radio station. The south portion of the property is largely undeveloped greenspace, while the northeast corner is reserved for future commercial use. The proposal calls for the lot to be divided into three units: one retaining the existing commercial building, one for a new 120‑unit residential complex, and one for future commercial development. A shared common element would include parking and circulation spaces for the site.

The residential portion of the development represents the most significant change. Plans outline a six‑storey apartment building featuring a mix of one‑, three‑, and four‑bedroom units along with resident amenities such as a gym, outdoor patio, coworking area, and a party room. The building would be located in the southwest corner of the lot, set back from Victoria Avenue to fit into the surrounding mix of commercial and residential properties. City planners note that the proposed density aligns with Brandon’s infill strategy and supports the city’s focus on developing new housing within established neighbourhoods.
Along with the subdivision, the project requires several conditions from the city, including entering into a development agreement, confirming municipal addressing, and contributing required fees for land dedication and school division levies. The developer must also upgrade the public lane south of the property to create a secondary emergency access route from McDiarmid Drive and maintain that section of lane year‑round, including snow clearing. Additional conditions include stormwater management requirements, hydro pole relocation if needed, removal and reconstruction of approaches to Victoria Avenue, preservation of existing tree buffers, and construction of a new central approach to the site.

City staff report that the proposal is consistent with Brandon’s Official Community Plan and zoning bylaw, noting that it supports intensification along commercial corridors and adds new residential supply in a serviced area. With the Planning Commission having already approved the necessary variances and conditional use earlier this month, the subdivision application now moves to City Council for final consideration. If approved, the development would mark a significant addition to the city’s west‑end housing and commercial landscape.
