The Manitoba government is investing up to $73 million to help create 821 new homes through a partnership with the federal government, the City of Winnipeg and community housing organizations.
The funding is part of the Build Canada Homes initiative and includes up to $21.3 million in capital funding, along with $51.7 million in operating support aimed at keeping housing affordable and ensuring long-term access to support services for residents.
The projects are intended to address a broad range of housing needs, from supportive and transitional housing to affordable and market-rate units. Plans call for at least 206 supportive and transitional housing units for people experiencing homelessness or housing instability, 87 units for very low-income households, 254 units for low- and moderate-income residents, 200 units for middle-income households and 74 market-rate units.
Housing, Addictions and Homelessness Minister Bernadette Smith said the investment is designed to increase housing supply while ensuring residents have access to the supports needed for long-term success.
Where the New Homes Will Be Built
Despite being announced as a provincewide housing initiative, nearly all of the new homes will be built in Winnipeg. The province says 811 of the 821 planned housing units, or roughly 99 per cent of the total, will be located in Winnipeg, with the remaining 10 units slated for Swan River.
Construction on the projects is expected to begin in spring 2027, with completion targeted by June 30, 2029.
A key feature of the initiative is community ownership. The developments will be owned and operated by non-profit, Indigenous, Black-led and other mission-driven housing organizations, helping ensure homes remain affordable while meeting local community needs.
Federal Housing and Infrastructure Minister Gregor Robertson said the partnership is aimed at accelerating housing construction, lowering development costs and increasing housing supply while supporting economic growth and job creation.
The investment builds on Manitoba’s Housing Starts Here strategy, which focuses on increasing housing supply, speeding up construction and expanding affordable, supportive and transitional housing options across the province.
Officials say the initiative will help address growing housing demand while creating housing options that remain affordable and accessible for years to come.
